Recently, China had set 2030 and 2060 carbon emission targets, and the new energy based on wind power and photovoltaic became the main growth point of power in the future. The limited flexible adjustment resource of power system which resulted in the lack of consumption capacity was the bottleneck with the development of new energy. In this background, it was crucial matter to design the reasonably new energy developing scenario to satisfy the carbon emission constraint. Therefore, the demand & potential analysis of new energy development was studied in this paper to balance the low-carbon development target and safe and economic operation of power system. Moreover, the new energy generation scale and the reasonable power storage system arrangement were proposed in Jilin province.
