With the deepening of China's electricity sales side reform and the increasingly fierce competition in the retail market, the formulation of package electricity price is the key. Under the background of building the power market in all provinces of China, it is feasible to implement the time-division power retail package. Firstly, this paper analyzes the compensation income earned by the power selling company through the user demand response, and on this basis, designs the timedivision power retail package from the aspect of maximizing the power selling interests of the power selling company, and verifies it with the actual load data. The results show that the time-division power retail package based on the user demand response can give overall consideration to the interests of power selling, users, power grid and other parties, effectively release the dividends of power system reform.
