Abstract:
The paper proposes to discuss the concept of Next Generation Networks while focusing on the issues relating to regulation and interconnection faced by regulators, across the globe, in the course of transition from a PSTN based network to an all IP based network (i.e. NGN). The paper discusses the various benefits expected to accrue to the service providers and consumers on account of deployment of NGN. An attempt has been made to discuss the immense possibilities that NGN offers to developing countries such as India as they attempt to bridge the rural- urban digital divide. Further, the paper also discusses the horizontal approach or layered policy approach for regulation of services in NGN, thereby making regulation of NGN service neutral.
