Abstract:
This paper presents an overview of the current regulatory framework for flexibility marketing from the point of view of grid operators and flexibility providers. Our investigation sheds light on the technical requirements for controllable consumption units and distributed energy resources (DERs). Providers have to fulfill these requirements in order to be allowed to use their flexibility in the grid. Furthermore, we examine regulations for grid- and wholesale-based marketing options. The use of flexible consumption units as a service to the grid is primarily based on the implementation of § 14a of the EnWG (German energy act). Moreover, the sales options at the electricity and control reserve markets and their various regulatory and organisational implications for a provider of flexibility are considered in this paper. In conclusion we assess the national framework for the provision of flexibility managed by an external entity.
